What is an HMS Card?

An HMS card is a legally required ID card for employees working in the construction, civil engineering, and cleaning industries in Norway. The card documents that both the employer and the employee comply with Norwegian regulations related to working conditions, safety, and employment status.

Legal Requirement and Importance

The HMS card serves as official proof that employment and safety requirements under Norwegian law are met. Employees without a valid HMS card may be denied access to worksites, and companies risk fines or formal sanctions if the requirement is not fulfilled.

Validity and Renewal

An HMS card is valid for up to two years and must be renewed before it expires. Renewal requires updated information about both the company and the employee. To avoid disruptions to worksite access, renewal should be initiated well in advance of the expiration date.

Documentation and Application Requirements

To apply for HMS cards, the company must be registered in the Norwegian business register and hold a valid organisation number. Employees must provide valid identification and an employment contract. This ensures that all company and employee information is accurate and compliant with Norwegian legislation.

Register the company in Norway

Before applying for HMS cards, the company must be registered in the Norwegian Central Coordinating Register and have a valid organisation number. This applies to all foreign companies intending to operate legally in Norway.

Collect required documentation

To ensure a smooth application process, the correct documentation must be collected for each employee. This includes valid ID, an employment contract, and — for employees without a Norwegian personal number — a D-number.

The D-number serves as a temporary identification number for foreign employees and is required to issue an HMS card. Applications for a D-number are submitted through the Norwegian Tax Administration and may take time, so early application is strongly recommended.

Apply for HMS cards

Once the company is registered and all documentation is in place, applications for HMS cards can be submitted digitally. It is essential that all information is accurate, as errors may lead to extended processing times.

Processing time

There is currently an estimated processing time of 6–8 weeks for the issuance of HMS cards. Companies should plan accordingly to ensure cards are ready before employees begin work in Norway. Delays may impact project timelines if applications are submitted too late.

Receipt and distribution of HMS cards

Once issued, HMS cards must be distributed to the relevant employees. Employees are required to carry the card at all times while on site, as proof of legal employment and compliance with safety requirements. The card must be presented during inspections and controls.

Renewal of HMS cards

HMS cards are valid for up to two years and must be renewed upon expiry. Companies should monitor expiration dates carefully and apply for renewal well in advance to avoid work interruptions.
